A second bug found in testing

Hello,

in sntpclnt there is a second bug, who occurs only under special
conditions:

When you specify a loglevel BELOW 2, then the following can happen:

1. When trying to unload the NLM when it gets no response back
from a NTP server, (the NLM is still trying) it can occure that some
resources (one BSD socked and 240 small memory units) are not
released.

2. When you configure multiple timeservers, and one of them gives no
answer, then your clock is never adjusted, since only this server is
taken in account. (With roundtrip time 0ms, and difference of 0ms as
well)

To avoid those problems you should set the loglevel to 2 or above. I
have corrected the NLM's, but they are still in teststage. I hope to
release them next week.
