Problems talking to AboutTime

Here is my setup

NT Server handling my network internet connection and mail server on a
part-time (demand) dial-up connection. AboutTime (v 4.5) is loaded on that
computer to both sync with time servers and to act as an SNTP server for my
network. This computer is kept dead-on with various atomic clocks.

TCP/IP is bound to both the NIC in the NT machine and the NIC in the NW4.1
server. Both computers can ping each other.

SNPTCLN4 is loaded, and reports the following error:

Open of SYS:/SNTPCLNT.TIL Failed
No Timeserver could be reached Networkfailure ????

The only timeserver listed in sntpclnt.cfg is the ip address of the NT
server. I can see AboutTime respond to the request of SNTPCLN4 when I ask
it to sync.

Any suggestions?
